Create a toolkit, OER, and guidance documentation for OA publishers and authors

Continue to contact and speak to additional projects, presses, and preservation experts

Investigate creating a useable tool (hopefully API based) to enable persistent links to be created in books and works 

Provide an initial scoping view of the preservation and archiving status of PhD theses
